Born in Montréal, Québec, in 1910, Beaulieu studied with Jean-Paul Lemieux and Stanley Cosgrove at l'École des Beaux-Arts in Montréal end then studied in Paris from 1938 to 1940. He returned to Canada in 1973.

His mediums include oil, ink, pastel, charcoal, watercolour, lithography and etching. His subject matter includes landscapes, abstract still life, portraits and nudes. Beaulieu was influenced by Derain, Vlaminck, Rouault and Picasso. He has exhibited in New York, Mexico City and Paris. He is represented in the NGC, MMFA and the Museum of Modern Art in Paris. He exhibited with the MMFA from 1943 to 1963.
